I was reached out by a Microsoft recruiter yesterday. And I told not interested in the position. Now I feel little bad may be i should have given the interview. Can I reach out to the recruiter again ?

They don't value you or want you to move up (terminal position). Start job hunting asap if you have different expectations.
Sure seems like it. Made it very clear in my mid year review that I wanted to become a Sr. Counsel, so this was a bit of a slap in the face.

What is average YOE for sr counsel role? At my f500 it is usually 8 years. So maybe you are still too junior for it despite what YOE range they put in posting. Still hard not to feel slighted and would suggest you ask to be considered, be prepared for no and start looking for another job as this new role would seem to limit your promotion prospects.
It’s a Fortune 500 and not a younger one at all. I’m in a specific leg of it that’s made up of a smaller legal team.
It might be a skill issue. Are you on/about to be on pip?
