I’m an ACD interviewing for a CD role. How do agencies determine if an ACD can handle the CD position? In other words, what should I be prepared for/say?

I have a question, I got a contract role through a recruiter. Initially the recruiter offered the hourly pay rate which was the minimum in my range. Now I got an offer from the company. Now without me asking her she increased the hourly wage to the maximum range I asked. Which makes me doubt if the company increased it or she knew the rate all along but gave me the lower rate ?

I’m a newly graduate from a community college. My program of study was Health Information Technician. I applied to a job at KPMG and did the first two rounds of interviews, general interview, then case study and competency. Never before have I had such a positive feedback at the end of an interview of the 2nd, both said really like me, I did well etc.
It's now been 3 weeks since the interview and I still haven't heard back from the team other than the odd HR email saying they are following up with them. Is there something going on internally, I.e hiring freeze in the London office atm?
