It honestly might not matter. Most companies have a promotion policy which states a percentage or a minimum salary. I’ve only ever been able to negotiate up an additional $1k but that was just because the hiring manager fought hard

What C1 said - unless you’re moving under a manager who’ll go to bat for you, there is likely a cap on raises for internal moves, regardless of what the comps are.
To avoid getting bogged down in feeling unfair, consider the following:
1. You can absolutely ask for more, just be reasonable and manage your expectations.
2. Whatever the comps are, they’re not real for you. The offer you have in front of you is real and it’s now, and that has more value than the vague possibility that there is a job with another company that you could get through screening and multiple rounds of interviews and then get an offer for more money.
3. Don’t underestimate the value of your tenure with the company. You don’t need to ask for directions to the bathroom or who your HR partner is. You’ll have goodwill and trust built from your current role that you can leverage to succeed in the new role. That makes for an easy day to day.
