Faced this weird behaviour from Optum recently. Gave interview for Data Scientist position. HR said feedback is positive. Asked for documents. It's been month now since I have shared the documents. I have no update on the offer. Today I called HR, she called me back saying the position is on hold due to recalibration in team, She has shared interview feedbacks to other teams and will get back to me in couple of days. I am clueless now. My last working day is approaching (In a month). Any Help??

Step increases are largely automatic, but it will take you 18 years to go from step 1 to step 10, barring any quality step increases.
Unless you're in a career ladder, the only way to get promoted is to apply for the next level position (e.g. going from GS-13 to GS-14). If you apply to positions that are open to the public and have qualifying non-fed experience, you can use that to jump grades (e.g. GS-13 to GS-15).
Given how horrifically slow and dysfunctional the federal hiring process is, start applying for the next level up as soon as you meet time-in-grade, as the timeline to actually get the next position is anywhere from 1-10+ years.
Also you must do 52 weeks at a grade level in order to promote to the next grade level.
