Consulting is maybe the most incestuous industry there is. People move back and forth between firms all the time.
Having said that, I’d make sure you don’t have any non-compete or NDAs that would impact this, and I’d be a little wary of going to the same client.
AFAIK, all IBMers sign non-compete agreements. Courts have generally held that non-competes are unenforceable except as they apply to proprietary information/trade secrets/etc.
Working on the same project but with a different company would likely fall into that category unless IBM explicitly gave you permission.
What band are you?
Then it would almost definitely violate your non-compete. You can ask IBM hr, although that may end up with you getting let go.
Given the plot twist I imagine you'd be a sub-contractor.
Non competes are legally very hard to enforce. Plus if the client wants you out, they can play the relationship card with IBM. You can share your employment agreement with an attorney just to be safe and understand risks, next steps, etc. It will cost you less than $1,000
Non competes are generally only for Manager and above and some times director only ... just go if the offer is good

If it were really confirmed, how about you just quit IBM first - then sign D. I think as long as you are not IBM employee, you can pretty much sign contract with anyone?
@D3 - I guess it won't be the case. Otherwise, D won't offer the IBM guy an offer in advance, right?
I would take the Deloitte offer...no hesitation. lol.

You can get out of your noncompete at ibm if someone pays your recruiting fee. Saw it happen at a project a few years back. Just let Deloitte handle it. Also, congrats!

This happens all the time. Just don't use a megaphone to tell everyone about it. Definitely don't mention the whole downsizing thing.
Let it go. Why do you really need this offer? When you career path has many possibilities, avoid that which is tumultuous.
Non competes are for exec level roles to prevent them from poaching clients. This sounds like a consultant switching companies and working for the same client. No one can prevent you from doing this.
