Nah, why would it be? They might not respond but I don't think you're hurting your chances at all by reaching out. Definitely worth a shot to see if you can get in touch before applying.
It's a smart strategy, I always like those who are proactive and show initiative. If your question is not obvious and easy to find (which would appear lazy on your part), then it is beneficial because you are seen by the decision-maker.
I would follow through the regular operating procedures, apply to the position. Then send a message with your interest. Sometimes those follow-ups go with no response, but they can help make your name stick out. All of this does depend on your company, what is frowned upon at one is rewarded at another.
Nope, not frowned on at all. This is pretty standard practice. There's no guarantee you'll get a response, but I still think it's worth doing anyway.
No it is not frowned upon. In fact, I think it shows initiative. I have done it before and it worked out in my favor.
