Nope unless you win the H1B lottery under another company while you're on L1.
But if you’re just referring to a promotion or job change within your same/current L employer, then yeah that’s a possibility so long a the new job qualifies (ie, manager or specialized knowledge, depending on if L1A or L1B). If a job change surging your current employer, you should contact the employers HR or immigration counsel to discuss feasibility.

No. Biggest issue here is that for an L you must prove that youve worked outside the US, for at least 1 yr in the 3 yrs preceding your entry to the US, employed by a qualifying entity (eg a subsidiary, affiliate) of the US company that seeks to hire you.
But is it possible to apply for H1B while on L1? And if so, could it be a different employer or must the same?
Will depend on several things (1) can you apply for a dif job with a dif employer or is that a violation of your L1 status (you should consult counsel Tom confirm); (2) do you even satisfy the edu. qualifications for the h1b role; (3) whether another employer is even willing to sponsor you for the h-1b lottery, and if yes, then whether you’re even selected in the lottery; (4) how much time you have left (time on L-1 counts against an h-1b term) and if you’ve got minimal time left you may be in a tough spot finding a h-1b employer willing to sponsor an i-140 faster than most in order to continue extending the h-1b. Either way, you can’t stop working for the L employer while you wait for lottery results bc that would invalidate your L status. And above all, you should seek confirmation on item (1) before you take any action in applying for other jobs.
I see - this makes sense. Another question would be though how often are H1B lotteries - is it only once a year? And what’s are the timelines for a new employer to put together the application / hear back on the results?
This is true. If you have an L1A, you should pursue the GC through your employer. File the I-140 (eb-1 multinational manager), the i485, advance parole, & EAD all concurrently. If you have the opportunity to pursue this path, then in my view I really dont understand why you’d even consider switching to h1b.
What if someone has an old H1B with time left?
Then look for a job that’s willing to sponsor an h1b employee. Depending how much time is left will dictate the difficulty level in finding an employer.
