Hear this from a recently promoted BA - As a lead, it's your duty to know what your junior is doing on daily basis.
If he is telling you Bandwidth issues, then he is not reporting to you alone. Check with the other lead(s) on the work assigned and it's priority.
You have to solve the bandwidth issue for him to make your life easier and he/she has to take care of the work quality issue.
If given enough time, they are not able to deliver than you have an upper hand in the feedback discussions. Otherwise don't make it sound like a parent teaching a child - you already know how are you going to rate them in Scatterplot, so why push these moral judgements.😬
I'm glad you asked this because I've seen firsthand, supervisors who get annoyed about things like this without considering other factors.
You need to ask yourself how many people this employee is saying "how high?" to.
There's only so many times they can jump before it becomes asking them to fly instead.
Personally, I've always asked "how high?" and it became so bad that I was burnt out every day of the week (and most weekends), for about 2 years.
Like Deloitte 1 said, it's your responsibility to solve the bandwith issue.
Initially, I worked with supervisors who had unreasonable expectations of me to perform gargantuan tasks.
Recently, I've been working with a few leads who take the responsibility of connecting with their peers (other leads) to decide which things I, as a BA can prioritise. I didn't know such a simple effort of communicating among themselves would clear up the way for everyone involved.
Of course, there are still some supervisors who hear what they want to but that's neither here nor there.
All I ask is please consider that there are other factors to assess and that the BA (or any other type of resource) might also be annoyed and is expecting you, as someone who outranks them by 2-3 levels to be more aware of the workload being assigned to them. If not the specifics of the tasks, then the magnitude.
