Buy 2 collapsible strollers for like $30 each. Easy to get kids in and out plus they fold nicely into a cab in a pinch. If you don’t already have a portable, folding car seat (which can go underneath the stroller)- recommend those just generally. They come with the proper harness and everything.
Also recommend staying near Central Park north-ish as there are a lot of walking things to do in that area and the walk down to Central Park east and west is quite enjoyable.
My two cents. Not from NYC, but that’s the route we went with our toddler one weekend.
Don’t drive - use subway. Double stroller will be too restrictive - get two travel friendly strollers. Going up and down on subway will be a pain - not every station has elevators.
Alternative is yellow cabs - they allow kids without car seat. Uber won’t. Use your judgement on this one - I do it all the time. But not everyone would be comfortable with this. Yellow cabs is my preferred way of going around the city with kids
I actually prefer taking the bus with my kids instead of the subway. They can see out on the road and you don’t have to deal with the grime of the subway. That plus Uber is the way to go.
Agree with above - few free to drive into town but don’t plan on using it to drive around Manhattan. Your time will be spent trying to find parking. Get foldable stroller and become comfortable with your kids being without a car seat in a yellow cab
