Personally I would wait one year in the role and then start looking externally as you will have good experience and potentially some success stories for your resume, and you have a good explanation for why you are looking externally and that can give you some leverage internally as well.
Unfortunately this is a common Corporate Governance Issue:
1. Bottom-Up Management
2. Lack of Clearly defined Roles and Responsibilities
3, The dreaded: "Additional responsibilities as assigned" which a catch all to give employee work outside their scope.
GRC and Audit tends to get it worse because the teams are small due to not being a revenue driver/cost reducer (more of a cost avoider). My recommendation is to be open to moving to other organizations. State your issues with management. If they are dismissive or do not work with you to define a plan to progress you to where you want to be...chances are it's never going to happen. Do you 1 to 2 yrs, absorb as much as you can, and move on.
Is there is any type of GRC lead of MD over your practice? Have a 1:1 with them to discuss the type of work you’re doing and their thoughts on the appropriate level. If they agree ask what can be done about compensating you fairly.
Yes there is, an you're right I should hve that conversation but I'm honestly unsure how to approach it/ how it'll be received!
Do you have a manager above you? Did you interview with them about responsibilities before you took the position? Does the job description match what you are doing? Does the description match similar "levels" in your organization, or are they more closely aligned with a higher level?
Is your "title" the same as your last role (level wise) or is it above? It sounds like you got "promoted" through an internal transfer, but did not get the commensurate pay increase. The silver lining is that you may be doing more "high level, executive/manager" work, which will look good on your resume as you apply for a different company (which you should if they don't increase your pay)
