At what point? Yesterday ago! Studies show moving around to find a better deal works! Take your sick days/PTO to go in interviews. Find the best offer. Try the job out for a week to see if it’s a great fit. Then put in your one week notice. That’s it. That’s all. Go where you’re valued.
But don't cut off your nose to spite your face..... If you're happy and content, sometimes its better to Not chance it!
I can say without a shadow of a doubt this is an industry norm. You are not the exception. I have been with my company for 10 years. Thick and thin I have been there working paid some times not paid. The one thing I could always count on was last minute pivots about budgets and how they can't give raises this year due to this or that. 2 years out of the 8 I got raises. The 2 raises were 5 and 6 years in after taking a pay decrease for more commission only to find out that the sales team was inept and it was a trap. I am one of the most valued associates in my organization and have been continuously blocked from increasing base pay. Commission %'s have been raised but not enough to make up for even .5% base salary raise.
If there's nothing in the budget, but you can see otherwise, something's wrong. It does sound like they might be sending you a signal. You should probably get serious about finding another job, you can no doubt do better for yourself.
I would definitely start making an exit plan. If others are getting promotions/raises, they don’t value you enough to do right by them. Bless them with your absence. I hope you find an employer that knows your worth and shows it!

I just quit my job of 10 months with the same client (3+ years with company) due to mistreatment and hostile work environment. It took a while for me to lose my last bit of patience.
Also, employers know we need the job, so I feel like there is a level of manipulation happening. I suggest you stand up for yourself and do what feels right for you. Someone else mentioned taking PTO to apply, interview, definitely check what benefits you may have but might not know about.
Same here. I’m told if I improved in the first quarter they’ll give me more work, comparable grade level title change, but a “promotion“. I’ve worked long enough to see this as a ploy! I’ve already taken on tons more responsibilities but they want MORE and find excuses to delay. Errors? My leader and peers make typos all the time. I say time to move on as that’s my plan.
For Case Manager 1 and the original poster being overlooked: It’s the promise…like a dangling carrot. They get out of you what they need. Take all that ‘extra’ you did in order to ‘show yourself’ to people who aren’t even looking at YOU, add it to your resume and find something else! Best of luck to you both. There’s no loyalty with corporations/companies any more
When you can find something to move on to. It doesn't sound like you've got reason to think you're going to be promoted next time around, so I'd be looking now. No reason to keep putting in the effort and having it go unnoticed and unrewarded. Hope you can find something soon.

I don’t know why I believed it. If it was someone else I would tell them to move on too.
You have to do what’s best for you. Take care of you, they won’t do it.
The bosses get raises, the grunts get a pizza party every 3 years or so.

I have experience in healthcare when I moved here to Florida. I was hired at a organization as a DSP Direct Care Provider here in Orlando, Florida. I worked in administration for years before I moved here. I applied for administrative assistant, bookkeeper, scheduler, and the monetary funds coordinator for the organization. They denied me every position and hired from outside the organization. I even applied to the program coordinator position and I didn't get that either. So I left after 2 years.
I knew then that the organization was not for me
Do you love the job? If no, I’d be looking very hard for other options. If you do, I have several coworkers who were promised the same, then told it wasn’t in the budget either. As soon as they turned in their resignation the company all the sudden found the funds in the budget, and didn’t want to lose them as an employee. If they don’t ask you what they can do to keep you, then you were never valued anyway. I’d have a backup plan in place, and call their bluff.

I've had the sand experience. Politics is so bad only the favorites get promoted...I prayed and now but Sups are gone, one left to go back to school and another stepped down..same with the favorites who got promoted.. one went on disability and one stepped back to her previous position...and I'm still here standing tall...I love what I do and know that the Gods favor me over them because I work with integrity
Promises of promotions, raises, and growth—I know that situation all too well. I work for a billion-dollar organization, and for everything I do, I received just a 1% raise this year. Was I upset? Absolutely. But I had to take a step back and remind myself that we’re in a time where many people are losing jobs with little to no warning.
In states where employment can end without much explanation, job security—while not guaranteed—still matters. At the same time, the reality is that it takes money to survive, to avoid being homeless or going without basic needs.
That’s why sometimes we have to rethink our path. Staying in the same field isn’t always the best option. Learning a trade or exploring different opportunities can open doors. I personally left a corporate healthcare role, picked up a trade, and now make more money with far less stress.
I also take on PRN gigs, and honestly, I’d rather work two lower- to mid-paying jobs than stay in one role that drains me mentally and physically. At the end of the day, peace of mind and stability matter just as much as the paycheck.
Probably now, if that’s how it’ll be. Start looking at what other places have to offer. Better to make an informed decision then staying and wonder what else is out there.

Yeah i think that’s exactly what is happening.
Stay until you have another job...the job market is really tough right now.
There are two ways to look at this--If you are not in this for the money or recognition, then stay where you are. If you are looking for higher pay, then leave. It does not make sense though for the boss to get a promotion, when the underlings do not, unless the boss is feeling threatened by others who provide true value to the company.
You really want a promotion to Management? Anytime a company re-structures the firsts to get fired are the managers. They just fired a bunch of managers at my job.
If they say "not in the budget" while your boss gets a promotion or a raise, ask why you didn't get one. What is their reasoning for that? Then take that advice and use it for the future. In the meantime, look for another job. Somewhere else. Use any feedback from this employer to make needed improvements, even if it's for someone or somewhere else.
Especially since his boss likely only looks good because of the work done by the original poster and their colleagues.
