It is so very frustrating, we hear that there are hundreds of thousands of open jobs that cannot be filled, yet those hiring are not open to a candidate unless they have done the exact job somewhere else for 3-5 years. It is supposed to be a great time if you are willing to work, but in reality it is very hard to pivot. I wish you great success and hope your husband finds the right role.
I’m not in Ops myself, so light on the specifics, but it might help to establish himself as an operations leader beyond his current company. Can he do a talk at a professional association meeting? Or join a board to give him broader exposure to business problems? All those things will help broaden his resume.
Use a resume writing company, give them the job descriptions for what he is targeting so they can write it up to highlight those higher level skills. Well worth the money if you find a technical resume writing company that is familiar with it.

Evan with your help he can only open the door to an interview. He must perform and walk through it himself.
Perhaps changing his CV would help. Writing what he wants to achieve opposed to the mundane covering letter?
Don't just "apply" for a job. Send it direct to the most senior person he can find. Then pick up the phone and call that person.
