My billable hours bonus requirement/target is 1900. Unless I pull a 300 hour month in December, I won’t be hitting that. The reason being is that in June, I had a parent pass which required me to travel overseas to take care of arrangements. I also had another family emergency in October that also required me to travel overseas. Do you guys think the firm will take this into consideration?

It is firm specific, you won’t get better advice than that here.
At one firm I worked at, the cutoff was quite literal and good associates who put in lots of quality non-billable time got shafted because their billables were (supposedly) about 15 below the threshold. At another, those even significantly below the threshold still got full bonuses.
Did you take any leave while you were dealing with any of you family matters (like
bereavement leave)? If so, I would think that your annualized target should be adjusted - the same as if you took parental leave - generally, the bonus threshold is adjusted proportionately. But agree - you should ask, very firm/policy specific.
Took bereavement leave in June and for my October issues, I continued to work but (and my supervising partner understood this) not at the level (meaning hours) that I normally do. Thanks for your response!
You should definitely ask/bring it up ahead of time. They may not even be thinking about that
