I had 2 late talkers. My advice is to keep talking to them, reading to them, singing to them, and give it time. Both of them started talking in full sentences a little past their 2nd birthdays out of nowhere.
Middle one started talking fully at 15 months. We didn’t do anything different, and they’re all doing well in school.
Long way of saying I have no idea, but patience almost always works.
I’d also say if you are concerned, talk to the pediatrician. Have you noticed other changes in behavior?
Took my 19 month old to a speech therapist at the recommendation of our pediatrician recently. He says a few words but mostly communicates via sign language and sounds which are like words (basically his own language?). They said he’s got all of the tools but has an issue connecting thoughts to words. Started putting him in front of a mirror and talking to him as recommended and it’s worked well. They also recommended focusing on vowel sounds and making sure to say good job when they make an attempt to say the words.
My wife is a speech pathologist. Showed her this and she said 100% take him to speech therapy.
Yea needs speech therapy - happened to my child also

FWIW I'd say give it a few months, our daughter was the same way around that age and is now just over 2yo and has a bigger vocabulary than ever. Just keep engaging them. Don't think you need to jump to the conclusion that speech therapy is necessary at this point.
