IMO only two kind of people should resign without an offer.
1. If you have rich parents who can take care of all your expenses till you find your next job.
2. If you are highly skilled and are too confident to crack any interview plus your skill is in high demand.
If you are not any of the two, then be patient the hiring is a bit slower in these months. Resigning without an offer significantly lowers your negotiation power. Plus you won't be considered for any senior roles or roles of your choice.
