PWC 🐠, I heard you can’t negotiate salary but can negotiate level because of the cohort model. How true is this?

I work for a late stage(ipo) start up, earlier this year we were acquired & since then they got rid of our yearly bonuses and gave us an ESOP grant.
2 RIFs later we are almost bare bones. Since we are coming up on our usual yearly evaluations many of us assumed (with multiple conversation from our managers) that pay raises and promotions were due.
In a recent All hands we found out that this year there will be no pay raises nor promotions based off merit. Is it time to jump ship?

Urgent because I have a job offer and my decision rests on the answer to this question

I'm a recent grad who accepted an entry-level full-time job offer with Capital One. I knew that MBB and other consulting firms rarely ever negotiate salary with new grads, so I didn't with Capital One as well. Was that a mistake? I’ve been with my current company for a little over 5 years now and since the start of the pandemic have been WFH. I absolutely love WFH and have always wanted a position in which I could WFH. There is talk of bringing everyone back to the office full time and that’s not what I would like to happen. I’ve been searching for a new position in which it would be a remote role. Hi, I have been working in a neo-bank scale up for the past year. I’m getting paid relatively well with stock options that vest over 4 years. There are also talks internally about the company potentially IPO-ing in the next 1-2 years.

I just got an offer from a smaller startup who are giving me a 20% increase over what I’m currently getting, but they are unlikely to be publicly listed anytime soon.

Should I take the offer and potentially lose out on vesting £50k+ (pre-stocks) worth of options?
