According to the new Wage Rules, are companies giving Basic Salary as 50% of fixed Pay? Should we ask HR of our current company or the next company to actually do the same? Or the rule isn't a mandate and it's upon companies to follow it ?

I've been a government attorney for nearly three years now and have worked in the same office/division since I passed the bar. I've yet to receive a promotion other than two cost of living increases (in sum, a pay increase of 6k over 3 years). I know this is meager, but I'm mostly ok with it, I just want to see some recognition. Any input on job offerings I’ve received. Morgan Stanley CRU risk officer pay is $70k with a less than 10% bonus. And KeyBank position is a private client advisor pay is $67k but bonus can range from $10k -$25k depending on performance and other compensation factors.
