I'm in a similar position as you, OP - But my offer is at Google.
It depends on what you're calling a tier 2 city.
If you're referring to a place like Chicago (in which case SF and NYC would be tier 1), then you might be able to increase your offer a bit (not a lot).
But if you're referring to, say, Austin, then you're probably right on target (or maybe even above it).
Just as a comparison, if you were at Google, an additional $35k would put you at the highest comp they offer in SF/NYC.
Either way, I don't think you're being low-balled, but you can probably get a bit more if you are able to get a competing offer.
