I would enjoy my 2-3 days of admin time where I don’t really have any work or an ability to do it, but will still get paid for it

It shouldn’t be required that you take PTO… but it’s an option… alternatively you can sit around…
Personally, I would tell my staff (non-exempt) to use a facility option (which is code for time off, not at fault)…
Don’t burn the vacation time unless you have a lot piled up. Can you clean out your email box and file storage?
Not sure what if any policy might require you to take vacation time given the circumstances. Seems sketchy if so. If in your shoes, I’d ask for approval to work from home to catch up on admin and training away from unproductive office distractions during the downtime.

Sounds like there is lack of communication within your company, which is the case with SOOOOO many businesses.
It can be nice to avoid the drama that comes with a transformation. I remember my first job out of college in IB, we went through this company-wide system conversion. Some of the toughest and coldest people I knew were crying multiple times a day.
