I would not use quitting as a tactic for a pay raise. My advice is to find a job where you are compensated fairly, put in your notice, and part ways on good terms with your current employer.

While I'm sure you know your value, I must say that it's not a good move to put in your two weeks and hoping they beg you to stay or offer you a raise. An excellent employee on my team got a new role, put in her two weeks notice, manager simply said adios. The team struggled for months after she left but they didn't recognize her worth when she was here even at the point of her leaving.
I'd suggest you apply to other roles, get an offer on hand, schedule a long PTO of 1 week+ (make sure the PTO return date falls within the time range you'd be able to negotiate with current employer while still having the option to accept new offer). Upon return, try negotiating salary citing your new offer with a higher pay. This is only of you still want to work for current employer which I don't see why you would. They'd declined your raise request twice, they simply don't value you, turnover is high and those people are leaving for a reason.
If I were you, I'd just get another job and leave. It opens more doors!

You could simply express that you are searching, as you are underpaid where you are. If they really cannot function without you, they would consider a raise. A notice isn’t needed if you are just “searching for a higher paying position.”
Any company that will only pay you more when leaving is a company you should leave once you have an offer in hand. This is assuming your performance is at a high level and deserves a promotion.

Ideally, you should find another job before giving your two week, and use the new comp as leverage to negotiate a new comp package at your current company.
It is an employees market right now. Put your notice in and leave. Not to be harsh but If they valued you and your talent and what you bring to the company, they would have obliged and provided you with a raise. After three months in my current position, I asked for a raise and received more than what I was shooting for. You can do this!!! Put your notice in and walk away!!

Hard bet to do if you have no alternative…if they say no you will have to leave anyway. If you do not leave they may look for a replacement.
The part “they need me” can be dangerous. They may have problems at the beginning if you leave, but normally the company recovers from losing key talent…
I have lived a M&A in my company and many key players left (without any backup knowing the job they did) but life went on.
Be proactive and apply for another job that you’d like to have. Get them interested and have them send an offer. Show the offer to your boss and be ready to leave.
If your employer does not respond to this or any other request your answer is in the absence of an answer. Time is on your side. I advise going all out researching other options and employers and network with trusted mentors and contacts.
Absolutely have another offer on the table before putting your two weeks in, you silly director.
These people will use you, just hold on for awhile until you find another job. Then when you leave they will truly know your value but you will be long gone.
So this was my issue in the beginning, no raise or very little raise! So I started to change jobs, especially when I felt I learned all I could- hit a ceiling so to speak. At the new job I asked for more money. I went from making 55k to 107k in about 4 years! I did take initiative and learned a lot as I went along.
