Have candid conversations on if your performance is satisfactory, create a roadmap to your next role, understand those R&Rs, do them, create a reason for you to step into that role because you're already doing it and concurrently interview for similar roles for salary expectations. Then, pull the trigger! Create an annoying visibility in your emails/1:1s so that HR has proof, they can't ignore you then!
The promotion I'd been approved for in Feb 2016 but couldn't get because of the hiring freeze maaaaagically became available once I signed another offer. So...yes.

It's the worst. So ambiguous and I hate the fact that there are never reviews or upper level feedback opportunities. Desperately trying to leave.

Fuck WPP. But the loophole is if you want to stay they will match a job offer (if they like you).
it is as VML said but they also operate a time in role policy as a way of curtailing fast promotions. depending on your seniority this can be anything from 2-5 years ... also it's massively hard to make director level roles cuz they are difficult to bill to clients so are expensive overheads ..
Don't threaten to leave. Sounds like your mind is already made up: you're unhappy. More money and a promotion aren't going to change that.
