I think the best way to start might be in a Project Engineer role then transition into PM next. That said, on smaller project scales you may be able to jump right into PM responsibility right away. I don’t have a PMP and my degree is in CM. Just climb the learning curve quickly.
TLDR: It can be done. Get educated to help your chances. Make sure you have the soft skills and drive.
I jumped from design into Project Mgmt twice (long story) and both times were internal moves rather than from one company to another. Changing companies to make this move may be difficult but if the hiring manager is looking for someone to run an engineering project and understands the value of your background you would potentially be a shoe-in. One thing I did was take project management training (not PMP) before I made the switch. If you don’t have problems taking initiative, are comfortable with being thrown in the fire, and can quickly learn, you should be good.
