No, for me it usually means I looked at the email after I sent it and realized I forgot to add someone or someone else told me that I needed to cc someone additional

Same. I send an email like this when a Partner or a Sr. Mgr. says “why didn’t you copy Joe Blow on this?” and I say “crap! I’ll do it now”

I've stopped copying partners unless they were originally copied. It just fills up their inbox and risks them following up correcting me on something that wasn't worth their time to begin with.
If I need to discuss something with a partner prior to sending it to a client I'll just call them. They love talking on the phone.
Some partners like to see things develop rather than no information until it’s due to the client
Sometimes I genuinely do forget.
Sometimes I blank the recipients so I can thoroughly proofread before sending something (to avoid accidentally sending something I'm unhappy with), then rush through adding them back at the end before sending and genuinely forget someone. I usually reread my emails if I've spent time on them tho, and realize my mistake early and forward along straight away

Yup, not really sure how this convo is progressing so far. Emails show a time so if you lie and send it for the first time, it will be obvious you never sent

Oh okay, I guess. I do that sometimes but more so when I don’t want to people I’m sending the message to to see I’m sending this to someone new. I still don’t know what OP is trying to say.
Sometimes it means I didn’t want the others to see that I ccd you so I’m sending it to you now without their knowledge.
Yeah, but some mail systems allow you to “Reply All” to messages you get even if you are a BCC. I’ve had situations where that happened and my reaction was “you dunce, if I wanted everyone to know I copied you, I would not have BCC’d you”
Which is one reason why E&Y, many years ago, removed “Reply All” from their mail template. But that was years ago, they’ve probably put it back by now.
I mean I would define forget as I didn’t do it. So ya.

Let me clarify. I ask you to run an analysis and send to client. You don’t do it. Three days later I ask if you sent response to client and you say either (1) sorry, I forgot or (2) sorry, I forgot to cc you.
Cc’ing every Email means your supervisor is micromanaging you. Let them know what they need to know. But don’t cc them on every email.
I usually forget to cc someone. So most of the time it is me actually forgetting.
Sometimes it’s also me realizing that the person after the fact should know the info I sent over too
