I focus on region when just looking for something at a lower price point. Lots of great wines for under $15. I’m a big fan of wines from Willamette, Rutherford, or Russian River - especially Pinot noirs from those areas. If you can find any from those areas under $15 then it’ll prob be decent. White wines - I really like New Zealand Sauv Blanc. Most are outstanding in the $15 range. There’s tons of great rose under $15. I don’t drink too many other kinds of white, so can’t offer much assistance there. I tend to stay away from all cheaper Cabs. I find you usually need to spend $45+ for a solid cab, however, that doesn’t mean I’ve had really great affordable cabs. I just find that they’re harder to come by.

Or to follow up - Argentine wines are all very 'underpriced' due to years of inflation in Argentina. Malbec generally is a bit hit and miss for me (some great, some not so great), but some of their can sav/merlot/malbec/syrah (not all in one!) blends are excellent.
Argentine Torrontes is your best bet for while - good semillon too, and then a bit of a mixed bag with the international whites (chardonnay/sauvignon blanc etc.) - worth experimenting and seeing what you like or don't.

But seriously, I'd recommend anything red from Northern Italy or Rioja that you can find at that price point. I find the wines are very consistent quality and (in Northern Italy anyway) are still grown on a scale that keeps quality high.
I'm afraid I'd be less help for white - the market will be completely different in the US

Anything cotes du Rhône is generally great value; famille perrin, Kermit lynch, even Kirkland brand when it’s available

Go for Portugal! Mega value with that country. Or a Beaujolais if you want something a bit more well known
