Why do you think it’s the HOAs problem? What if a kid threw a ball through the window, who’s problem would that be?
I mean exterior building maintenance of a condominium complex being the responsibility of the hoa/ building management is as common sense as it gets. What do you think the HOA money is used for?

Edit: that’s likely not the hoa’s responsibility but the builders. Check your warranty. If you bought used then ask your neighbors for warranty info
The reason I’m saying it’s the hoa/ property management is because the window has issues as a result of poor exterior building maintenance. The actual window frame and panes are fine, it’s the fact that the brick from the building has deteriorated and now the window is not lining up flush.
And commercial windows do exist. Perhaps OP isn’t hiring the right contractor?
I’m actively looking for a commercial window expert that can assist, Angie’s list only had one company listed. I talked to Lowes today, and they said it’s going to be a minimum $1500 for the instillation alone on a single window, and even then, steel/ aluminum windows are hard to find. I’m going to get the how to send me the name of where I can replace the window.

What can you do? You can pursue the HOA management company legally, either through arbitration or an actual lawsuit. Just remember that as an HOA member, you’re paying the legal fees on both sides of the equation when that happens, so it’s not ideal.
