Wanted to highlight Prudential Financial’s hiring practices. They rescinded my offer once I attempted to negotiate the salary. The official reason given was that I didn’t “sound excited enough”.
They then admittedly gave the offer to someone who was less qualified. There were other red flags throughout the job offer process that the HR team should overall be ashamed of.

The government really doesn’t do much pure strategy work. When the leadership of an organization is hired for their political connections, building a “strategy” is wholly dependent on the whims of the party in power, and subject to inevitable changes in direction every 2-4 years.
Guidehouse is up there. They are exclusively PS.

If you're looking at federal, BAH and Deloitte are the biggest players there.
There are so many firms in the public sector. When you look at a single agency they may have multiple consulting firms on a single engagement.
But yes avoid staff augmentation.
You need to define “best” before we can help you.
