What's the best way to give feedback to leadership when there is fear of retaliation and that they will turn it around on me?

I felt this exact feeling a week ago during a very senior level review I was contributing to. I said right up front that I felt that I was in a bit of an awkward situation giving “constructive” feedback to my bosses boss. The person collecting the feedback picked up on it right away by saying “are you afraid there will be some sort of retribution?” And I said “yeah, maybe.” And left it at that. I then made sure to give any negative feedback with a positive piece attached to it and minimized very specific examples so that notes couldn’t be tracked back directly to me.

Need advice & perspectives: I got a verbal review from my manager saying he couldn’t see me as senior cuz I didn’t follow the design doc format he mandates from all designers. While I have been the only designer who does almost everything from design, UI asset creation, wiring up UI in Unity (I am in mobile gaming).
Also the product I’m on has been in MVP stage, things move extremely fast and design decisions changed constantly. He’s not on my team.
Am I crazy for thinking him a bad manager?

I’m have a new theory about why juniors always feel like idiots and wanted to see if anyone else thinks this makes sense. I’m a third year, and am the most junior person all of my teams (generally me, a senior or two, and a partner or two), and I always feel like I’m messing something up. Is this just because I never get to work with other juniors and don’t see the mistakes they make, and that it’s relatively normal? And FWIW I went to HYS and I’ve had a clerkship so it’s not like I’m not smart

I’m not from an English speaking country but I am watching a tv show and businessmen walk into a room and instead of greeting eachother, everyone says each person’s first name in lieu of hi, however in my experience working in the states, I haven’t seen anyone do this, it’s always hi or good afternoon or some other greeting first THEN they say their first name. is it also appropriate to omit the greeting?

My old employer asked me if I wanted to come back to the company as a manager. The pay will likely be much better and the position holds more responsibility than I’ve had before, so overall it would be a step up. The issue is I left the company because of an abusive manager who constantly put me down and made me feel like I wasn’t doing anything right. If I come back I’d be working under her again.
