I believe it was this way so that it was easier to rip—the tp is closer to you if it wraps over the top. So yes, she is right. Thank you CD1!
Either is fine.
What’s wrong, is leaving an empty cardboard there and not replacing it.
In our house, whoever replaces the roll gets to decide how it goes.
Over the top is more difficult to tear off what you need without having more sheets fall to the floor, if you're using only one hand.
Everyone knows sitting on the end on the counter is the right answer.
