It depends. I’ve seen postings recently that say “the range for this role is X. You should expect to be hired at the bottom of the range and progress over time.”
On the other hand, my company hired me at the top of their range because I’m in NYC and their range was based on location.
I’d just be upfront with them and say “the top of your range is about in line with my current salary. I wouldn’t be interested in moving for a significant pay cut” then see what they can do
Could be somewhat unrelated. They might not have the hiring budget for the top of the range. The range is driven by legal considerations so might be that now they can only afford say 170 in your example. Best to probe on that right away

Research what the market says the role is worth, and get honest with yourself about where you fall in terms of qualifications.
In general new hires typically land in the bottom half of the range. If you need a higher comp to consider leaving, I’d recommend applying for the higher role like SVP/D and ending up close to the bottom rather than looking for a stacked VP offer.
This is not true at all. Well-qualified candidates can often time land nearer the top end of a given rsnge, and even in rare cases negotiate above the range if they have unique skills or relationships to bring to the table.
