In general, a consultant is someone that is paid to advise someone (or a company) about a specific task. Usually, it would be because the client does not have enough experience or knowledge on a specific field to be able to make a decision.
For example, a company might need a new internal phone system. They've seen adverts for a whole bunch of different systems, VoIP, SIP, microcells, etc. They have heard the salesman talk their book. However, they still don't really understand what they need, or what to buy.
One option would be to hire a consultant who is an expert on phone systems. You would have a long discussion with the consultant, explaning what you need, the consultant would know all the technologies and their advantages and disadvantages. They would make a recommendation on what to buy, and they would provide advice on how to configure it (or configure it for you).
It's not just about buying things, it might be about something you do in your own work, which needs an expert to come in for a short period of time. You might have a company design an electronic product, but you need a very complex circuit designed for it which requires special knowledge. You might get a consultant in to do that specific bit of the design.
It can also be about management. There may be some sort of productivity problem at work, and management can't work out why. So, you can get a specialist management consultant in try to figure out why, and tell them how to fix the problem.

Lmao this is such an old trope. All you do is say you are paid to go in to companies and solve/analyze problems they either can’t do or don’t have the resources to do themselves.
