When will be the retention bonus will be paid if a candidate joined TCS in the middle of the financial year. I.e September'22... Will that be paid on next year's September'23 Month only after completing an year in TCS?
And will the Retention bonus will also be considered as taxable income of the the current year taxes(2022-23)?

It doesn't matter. Get offers and then find out for yourself who pays the most. It's irrelevant if one firm pays more than another if you don't get offers from the highest-paying firm.
Not wanting to be rude, but your question is impossible to definitively answer. Not only will that rank differ by market, it will also differ by which group within Risk you fall, and it may differ by when you recruit with that niche group. Not only that, but your ability to negotiate will affect your comp (and that could be luck of the draw for who within the firm you negotiate with). Then to top it all off, raises may be larger at a lower-paying firm and lower at a higher -paying firm.
Long story short, in most cases comp differences are often immaterial, so interview around and go with the place you feel the best cultural fit among your offers.
