Per diem = people keeping as much cash as they can to be a supplemental income
Expense = no incentive to be frugal as its funny money

If you are real curious you should ask this to your colleague or engagement mgr in front of the client
So why do certain firms let employees keep the unused per diem and others are use it lose it?
Come on man. The words you're using actually matter here. What you're trying to say is why do some firms use per diem (let us keep it) and why do some use actuals (expense what you spend). Per diem by definition is you get to keep a fixed amount.
OP : I dnt ask questions about things that I like. If you don't like it you are free to expense it within the limit. Your engagement mgr will like it.
It's to not have to process high volumes of receipts and expense reports. The cost of processing gets really expensive when exchange rates get involved. Currently on a project right now with per diem and it's great for all involved. We keep the difference and client doesn't go mad dealing with 3 exchange rates that fluctuate daily, by credit card, by charge posting date, by cash payment by client, by receipt of payment by us, etc. Decision between predictability and lower average cost (in a vacuum).
In my experience it's less firm dependent and more manager's preference
