You tell them you have another offer for XX more. But you’d really like to stay since you “love” the agency. If they like you and your work, they’ll match the other offer. However, if don’t like you, they’ll use to opportunity to say “maybe you should take that other offer.” The CFO hold department heads to roughly 4-7% raises. If they Gabe everyone 10% raises every 18 months, it would be really hard to make a profit. After all, they clients rarely pay the agency more than when were hired on the first day. You need to reframe the way you think about how the agency pays everyone. When it comes to raises, there’s a set pool of money, and everyone around you is competing for a bigger share. So if a few employees are ok with a 4% raise, and you push for 10%, I’ll do it. Because they offset your increase by accenting 4%. I know none of this feels “fair.” But the clients are paying the agency a fixed amount, so the increase cut into our profits. It’s much harder to get significant bumps from your current agency without a counter offer. You’ll get your biggest increases as you move between agencies. Only 7%? That’s about double the norm I think. But they made you wait for it too long. I’d be out too. Especially if you are pretty sure you are underpaid
Get a counter offer. You need to show them what you’re worth.
I've rarely seen anyone making over 60k be truly satisfied by a raise. If you work for a network say thank you and consider yourself lucky. Keep busting your ass but look for another gig. And have faith that at some point you will be rewarded for busting your ass and winning.
Thats a pretty decent raise. And every place is struggling, so I dont know what you mean by winning multiple accounts. If you can get a job somewhere else power to you, but remember you're lucky to be anywhere. I dont know what you think you deserve but it really sounds like you're doing fine.

Take those talents elsewhere.
Keep in mind that a lot of agencies are struggling a bit. Not saying it makes it right but realistically no one in your office may have any say in the matter. This is the situation at my agency. Imagine it would be the same elsewhere too.
If you can find another gig and get your promotion then go for it.
Can you speak to your manager about the reason for the size of the raise and the delay? If you can make a reasoned case for why you deserve more, you should. All they can say is no. Maybe they give you a reason why. Maybe they can give you a little more. At least you might get some answers.
