I would push for promotion while looking to leave. Even if they increased to pay band you’ll still have the same problem next year. Plus if you’re the highest in a pay band and the company has to made headcount cuts, then you’re at the top of that spreadsheet.
It’s limiting financially, and dangerous from a layoff perspective.
There’s a law that states that you can’t get paid more.
Oh that’s new. Is this a state or federal law?
I'm not really sure there's anything you can do about it besides leave or get promoted somehow. It's frustrating and it feels a little bit like a pay decrease year over a year when you think about inflation, but that's kind of how it works.
It is really sad. I’m considering my options right now as it’s not very helpful.

"We can't" almost always means "we won't" — pay bands get widened all the time when retention is at risk. HR just needs business justification, and that usually means an outside offer.
The headcount freeze is the real trap here. No open roles above you means you can't get promoted internally, which means your ceiling is $115k until you leave. The market will pay you more for the same work the day you interview.
Have you tested what you're actually worth externally yet?
