I recently interviewed with MITRE for a systems engineering role to make the move from Leidos where I feel underpaid for the work I do and for my experience ($85K). I have 4 YOE, a STEM degree, and soon will have a Masters Degree. I’m looking to make around $120K in the new role at Mitre. Does anyone have any insight into comp there? This would be in the DC metro area. Does $120K seem reasonable or am I dreaming?

Hi, I’m not at an health agency but I am at an agency within IPG. My manager (and I think their manager) had to approve me for a promotion after my performance review. I’m not sure if this is the same process for all agencies across IPG, but hope this helps!
Hey! So it won’t directly be your manager who has the final say, but they will be the person to make that determination and escalate their decision to promote you to upper management. this would happen during the review cycle where you evaluate yourself and your peers will submit anonymous feedback to your manager about you. you then sit down and discuss your progress, the feedback they received about you, if you met your goals, etc.
my advice would be to have weekly 1:1s with your manager, set goals early and discuss your progress for meeting those goals and promotion expectations. that way there won't be any unpleasant surprises or unmet expectations when that time of the year rolls around! (there are “promo cycles”, at my agency 2x/year, it’s november for the “on-cycle” and april for the “off-cycle”).
for me- i started having those conversations my first year on the job (as an AAE) about 4-5 months in, after getting a feel for the role and agency. I think this is one of the biggest mistakes people make when entering this environment, if i didn't have good guidance, i would have too. a promotion =/= time invested, and it can be easy to just spin your wheels. it's super important to discuss clear, tangible goals with your manager and ensure you are working toward them. that way even if you don't get the promo and you disagree with the decision, it will be easy to clearly outline why you do think you deserve it and use examples as leverage. after my first promo, i only gave it about a month before i dove back into the conversation on how to start goal setting for the next jump. hope that helps a bit!
