No one hires in December. I’d revisit it mid-Jan if you like the place and want to stay
If you like working there stick it out. It’s not uncommon to internet for more than 6 months to get that job. Especially if you have a non-traditional way in like skipping ad school. I would stay as long as you can assuming you like it. At a certain point you’re going to have enough being an intern and be ready to move on. It doesn’t sound like you’re there yet. Also, it is super slow, budgets won’t be set for another month or so.
I'll hire you. Send me your shit. I'm not kidding.
Nothing wrong with interning, and applying to other jobs.
At my agency if they don’t like you at the end of one round they straight up cut you. They will hold on to you if they are interested but don’t have any openings. I’ve seen lots of people hired after two rounds, some even 3.
Agencies won’t “find room” just because they like you. Your salary needs to come from somewhere and the bottom line doesn’t move without new business or letting someone go, so what they say is true: they don’t have money for you.
If they really like you, though, there are other ways they can help you out. Ask for contacts at other shops. Plus you have a reference when you need one.
Silly question. How do you go about exchanging info here? Other than outright posting it I mean.
This is the OP: think there's any truth or do they just not want to hire me? Feels like if I was that good they'd find some room for me.

I did 2 rounds of an internship, hired after about 7 months. One girl in my intern class was an intern for a year until we won new business. Stick with them til something better comes along
OP sounds like Edelman. If it is - don’t sweat it. We had the best intern awhile back who got hired just 2 weeks prior to their 6 mo end date because it isn’t easy to open a new rec and it isn’t going to be a priority for anyone since you’re already there to assist. Intern hires are fast tracked only when an existing full hire leaves the team (switch roles) or company altogether. If the company signs new business that helps too but a replacement hire is way easier to justify over a new hire in the paperwork.
I interned for 3 months, got extended for 3 months, then hired full time about a month into the second stint. So, it happens, and I was told all the exact same stuff you were (we think you're great, we just don't know if we have the budget) and I remember being stressed the entire time not knowing if they were telling the truth or just trying to let me down easy.
From my experience, I'd say they're probably telling the truth, but it does suck to be in that situation.

FCB1: why, though? Just why?
It's an acronym. Don't get your panties in a bunch.
