What should I reasonably expect from a junior?

I manage a junior developer that's been with the company for about 18 months. I end up providing them of TON of support. I need to give them extremely detailed instructions or they fail. For bugs, I need to point them to a specific function that's causing the bug. For new features, I'm basically writing their method signatures and defining their test cases.

I've tried asking them to do more on their own, but when I do, they fail spectacularly.

How do you cope when your employer rapidly descends into chaos from the top down? Today is my 2yr anniversary with this company. In the past 6mos, they have repeatedly changed directions / goals, pushing out several supportive and productive managers in favor of a single chauvinist overlord who makes HR violations daily and does no actual work. I started working for a new law firm, much larger than the firm I was working for previously. The main attorney that I work under had noticed some mistakes I was making (I am a NY paralegal who took this position with the understanding that they’d be teaching me NJ and NYC real estate).
