Become a subject matter expert in tools related to the TPM tools and facilities being used. Become a known name in your department and area. Create content when/where possible and get your name out there. If asked to do trainings, do them.
Become a go-to person. Pick up cerifications as well (if available). Don't turn down opportunities to grow your brand.
Don't underestimate the value of EQ as well and soft skills. Learn to speak eloquently and clearly. You'll often be asked to give product updates to to high level folks, Directors and maybe even C level dependent the job.
Lastly, apply.
What are your current responsibilities? Assuming you’re a project manager looking to move into a program mgr position. Or are you in tech, looking to move into project management? Another path would be business analyst to project mgr.

I would supplement the EQ statement with an observation from my own experience - EQ is thankfully something that can be developed and enhanced; it is not intrinsically hardwired. If you don't have one, find a mentor who can help you identify your strengths and weaknesses and who can help you enhance your strengths and mitigate your weaknesses.
In line with being a go to person - seek to be a change driver. What does that mean? It means practice the art of identifying things that should be changed, and of identifying solutions to change them successfully. I used to say be a problem solver, but it's not just coming up with your own solutions. More important is helping those around you to find solutions, and encouraging that creative, innovative thought process. Sometimes providing your own solutions shuts that down in others, so it's important to listen, encourage others, and to be willing to throw your ideas in as well AFTER others have had the chance to put theirs out.
