Yes happens all the time. Just had a friend who had to push closing today because the certificate of occupancy had not been issued yet even though the house is completed.

The seller might be willing to let you close anyway. My next door neighbor just went through this. He was selling a rental house and the buyer didn't have the money on closing day. My neighbor just took the guy's word that he'd have it the following week, and the guy did come through with the money a few days later.
It’s a simple admin work. Easy to push!
I had to deal with it when I sold my previous condo. Fortunately, it was only a day. No big whoop.
