Depends... are you leaving anything behind there? Are there bonuses you need to repay or will forgo? If so, you might get one. I was switching to industry and that’s what they asked about when I asked for one .

Only when times are good. Back in 08 you’d be lucky to not take a pay cut.
If you work with a recruiter (which I'd recommend, your resume gets to hiring managers MUCH faster), they can negotiate a bit for you. Typically they try to match what your current company would give. Range can be as low as 3% to probably as high as 10% if you're THE best candidate.
Yes. There’s the added plus of you can’t leave for x number of months/years or you have to pay it back, so companies have incentives

I've heard of some companies being more likely to pay a signing bonus if you haven't yet received your PA bonus before quitting. Usually they try to match or one up your current firm planned bonus to entice you to join them.
Good to know. At this stage of my career I haven’t had the chance to shop around much except my switch from public to private. And that was basically a staff level switch so of course just bare bones offers. What is a normal signing bonus (like 10% of salary)?
When I switched I asked for a signing bonus to make up for the performance bonus I was leaving behind. They said no. Eh, salary increase made up for it, but still a little bitter and wish I fought harder. I’d say don’t expect it, but do know you deserve it.
