Managers should set the example
For their team. The more lack of manager presence the more the team will start to say: my manager doesn’t prioritize these meetings why should I.
It may not be written into the job description, but the general rule of thumb is that these after-hours events are figured into your salary. You may think these extra hours are "donations" to the company, but in their minds it is part of the responsibilities that were considered when setting the salary. As noted above, there are benefits to seeing and being seen at these work-related events. Look at them as opportunities, not inconveniences.
I have never been told by anyone post-CRT that I should have attended more work-related events or that I am doing well because of the number of events I attended last year. However, the connections I make with others above me and below me are hugely beneficial when I need help. I am not saying events are more important than family but I would make time for them as much as you can and make those invaluable connections at work.
Yes you do and you should be motivated to be there for your team not for your own promotion or personal gain. Maybe you should rethink your position?
The role of networking in business can matter a lot. And just being seen at work-related events can do a lot to raise your stature. It's hard to say if it will matter at promotion time. But generally speaking, socializing for business pays dividends.

You’re not “obliged” to do anything. Instead of thinking that you “must” do something, you can reframe your thinking and ask yourself “how is this in your interest?”
Be strategic about what events you want to attend and why is that important AND valuable for you.

My rule of thumb is that if there’s no conflict with other personal commitments (i.e., family obligations) I attend. But I’m under no “obligation” to attend, and it doesn’t mean staying for the entire duration. It’s acceptable to leave after a reasonable time, no excuse or justification required.

I have been in a senior role for almost 30 years now and of course this has been a key topic for discussion.
There is significant epidemiological evidence to support the notion that work life balance is critical to health of human capital and therefore to performance and outcomes/impact delivered.
Some studies show that working over ~35-38 hours per week create a long term deficit and diminishing returns.
However, the American work ethic (which I have been a party to) typically requires 50-80 hours per week in participation and production.
The opportunity to derive social and intangible values that can drive tangible internal value increases through fostering healthy relationships internally and externally.
I typically arrange no more than one after hours event per month, and the event itself will have some social/personal feature built in that says ‘thank you’ to the attendees as well as acknowledging their value and encourages communication, therefore autonomy, mastery, personal value awareness and empowerment.
Training events and client centric social events for those in BD, R&D, or Marketing are up to the individuals to schedule and peruse based upon their own objectives and desire for rewards.
Summary: minimise make work social engagements, utilise the event to maximise employee satisfaction surrounding the work environment and to build social connections, have a purpose.
Incorporate all other events into working hours and therefore also keep those to a minimum.
Once in awhile have a super relaxed office day with actually tasty and pleasurable catering brought in and let people off the hook to do whatever they like. In a brief meeting before work the following day get the employees to share what they did with their day of playing hooky in the office, see if any innovative new results were ideated in the process.
Under the same priorities as u all them how about no body show up.
