With one person? It's usually their work product is pretty good, but they need to drastically improve their people skills, OR their people skills are top notch but their work needs improving. (People who are very good at one thing tend to think that is the thing that's important, and neglect developing skills at other things.)
With multiple people, plural, something is up. I know PwC wants seniors to have three years of experience, so it might be just waiting for the annual cycle.
Wait a couple of months until you have a better lay of the land. Then, if you are chatting with a manager+ that you think will be semi-honest, ask "What skills should I develop so that I can be promoted to senior when the time is right?" They'll tell you the usual stuff, but sometimes they'll drop in a "Don't do _________". That is usually something semi-problematic that someone else is doing.

Maybe they switched companies or service lines in those 3.5 years too. It took me 3 years to be senior, but I spent 20 months at one job and left before they were about to promote me. I moved to another firm and got a 32% raise from the jump, and another 22% at my promotion a year later, so I'm ok with having that extra year as a staff

I can’t think of anything else other than performance for senior promotion. CPA would only hold you up for manager now but not at the senior level at least at pwc
I was going to say the same thing. Some of the comments above have me scratching my head for real hahaha.
