After 3 years if there isn’t a clear path for promotion it might be time to search for the opportunity to actually grow elsewhere.

Agencies generally resist promoting anybody unless something is in it for them. That something could simply be retaining you. You should make your case and gauge their response, but try to bounce for the title it sounds like you deserve.
Yes I was promoted and my partner wasn’t :/ it was awkward but at the same time like as you said I was just ready for the role and they weren’t. My CDs brought it up to me thankfully because I’m not sure if I would have said it in my own.
How on earth do you have the patience to still stay there? Less than 2 years in I was getting offered mid level positions at other places. You’re getting extremely taken advantage of if you haven’t been getting pay raises or stellar work for your book.

3 years as a jr? Yeah time to make moves. Have you made it clear to them you are willing to repartner in order to move up? Do you think your partner is not ready?
If you are not making good work, you need to beg your creative resourcing person + manager to get you a new partner. Starting taking other mids to lunch. See if there is any weak links. Start messaging recruiters. 3 years as a jr is criminal if you’re any good
