What are you dressing him in besides the onesie? Some kids don't like the pants/shirt combos, while others dislike the one piece footie outfits. Try switching up what you put him in.
I have one kid who is now five that walks around the house in a Tshirt and underwear in the middle of winter. She stays fully dressed at school, but as soon as she walks in the house she takes off her pants. Reminds me of Murray from the Goldbergs.
Try letting them cry, especially if they're not crying for some other reason like being hungry or need a diaper change.
He’s fine! He just stays warm, my kids are both the same! Won’t sleep if it is over 20C in their room. There are a lot of rules of thumbs for parents, some might not apply to your little one!

Just kids being kids. I’d say that as long as he isn’t going hypothermic let him be. It’s just not a battle worth fighting. I know, I’ve been there.

My cousin had a little guy who would go ballistic whenever they would try to dress him. He was a bit older, closer to 4 hrs old. Every winter he’d wanna go naked for like a month or two and there was no reasoning with this boy.
Turns out he was getting exposed to some very high levels of EMFs when sleeping. So when his body ought to have been resting, he was effectively in a low grade microwave!!
He was extremely sensitive to fabrics, very little self control, would literally flip out over spilled milk.
When the discovered this, they shut down the LED lights that were generating the EMFs and they had a new baby with a few days!
Similar thing happened with my boy. Turned out he was sleeping at the intersection of two WiFi signals! I now shut off my WiFi overnight and we see massive improvements in his behavior, far more verbal and physical.
You will need need to get an EMF reader, and you will have to educate yourself on how to read it. but yeah, crossed wiring, broken shielding, design issues with motherboard, or chipset, there’s a million ways for it to go wrong.

It could be the fabrics too. Some kids are sensitive to textures- even as babies.
Does he scream if he’s bundled up AND outside in the cold?
You could use blankets if he is happier with those.
