Deloitte 🐠- does salary get adjusted when you work across different locations in the country for projects ? Given that tax rates differ across states

I have the following 2 offers..

Cognizant- 21L fixed and 1.5L variable
PWC - 22L fixed

This is for a guidewire role.
Which is a better offer? What would be a good option for growth wrt role, salary etc.
Also, PWC claims to offer variable based on their fixed CTC based on the ratings.. is this true ? How much is the avg percentage given?
