It’s not that rare for Partners to move firms. It is rare for someone to be hired as a consulting Partner who was not already a consulting Partner.
They will lots of times to build out a practice/capability they may not currently have internally.
It happens when...
1. Someone is a partner already at another firm
2. Someone is a CxO in industry and they become a partner in title. These people may work as experts too.
They do but rare

Happens a lot in IBM
Happens some at ACN. I am one. Came from industry. Likely easier in a public company where MDs aren't thre same as Partners. Likely why IBM does it as well.
Did the math when I saw the numbers of internal partner admits vs external (those hired at partner level) for 2019 at PwC. Turns out ~38% of new partners are from the external path.
Many external Partners fail to hit the sales numbers, and don’t last, though.
Leadership could announce it firmwide. My firm recently laid off a number of partners and said relatively openly it was for sales reasons. This was part of a wider push for sales, not part of an effort to name and shame individuals. Calling out sales issues among direct to partner hires isn't unreasonable either, though may be coded as "need to better support the sales efforts of external senior hires and plan for non-competes and other contractual obligations".
