It does hurt your utilization. Many groups are shifting to a total chargeable hours model, so any vacation time obviously doesn’t count towards that (and I’m sure it’s just a huge coincidence groups are switching to this model the year the firm switched to Unlimited PTO…)

I know PAS has it. They allocated time for vacation/internal stuff too. It’s probably a check to make sure unlimited PTO isn’t abused. Kinda like a hammer for a problem that isn’t a nail.
The research is consistent, people take less vacation with unlimited PTO.

In my group, over a week requires approval,but no big deal and I have never heard of anyone ever being denied. They ask us to do book of business schedules each year, and I think mine has 4 weeks of vacation in it. So long as the hours charged and revenue supervised meet metrics, it's fine.

Any PTO is subtracted from your utilization denominator (no cap), so it does not hurt utilization.
If you are going for promotion full utilization counts and vacation may hurt your case depending on how close the race is
