To me, not rocking the boat is different from sticking at the same company for years like boomers did. They stayed because they wanted to and had financial incentives like pensions. Salaries kept pace with COL more so they didn’t need to look externally as much. I’m not rocking the boat but I’m always passively looking elsewhere and I will absolutely leave the second a better offer comes along. Fewer people are churning at the 2 year mark but I don’t think we’ll ever return to anything near boomer longevity.

Yeah, it seems too volatile now.
I’d prefer to see a shift where employees are just always interviewing, even when comfortable at their current job, so that they are prepared to jump if layoffs come their way.
They’d decline most offers they receive, and then HR’s time would be wasted instead of the interviewees’.
That would probably cause an increase in comp offers, as HR depts attempt to be more competitive while providing offers.
Imagine if most of the people you gave an offer to were like, “lol no thanks, I’m good where I am right now, but thanks for the 4 week interview process, I really enjoyed the practice.”
That would probably lead to increased scrutiny and skepticism of every employee’s application, even those genuinely looking for a new role. And low balling all candidates to test how much they really want the job. Unfortunately unless the economy does a dramatic upswing, employers will still have the upper hand.
