The ISM defines supply management as "the identification, acquisition, access, positioning, management of resources and related capabilities the organization needs or potentially needs in the attainment of its strategic objectives." Therefore, if your consulting experience involved work related to sourcing, procurement, supplier management, logistics, or other supply chain functions, it may qualify as relevant experience for the CPSM certification.
