If you are laid off (downsized) probably, if you are fired (for cause), then I would doubt it.

Laid off =\= getting fired
No severance if you're fired with cause
Fired for cause either requires a policy violation (expensing dinners on Thursday nights at home) or long term non performance against a performance improvement plan. Anything else pretty is grey and the firm will avoid lawsuits by giving severance.

If you are fired for performance I don't think so. If you are laid off due to low utilization then yes. You should get severance.
If being fired for performance coincides with layoffs and downsizing, you should get severance and can potentially even sue for wrongful dismissal. Companies give different reasons to different employees, often randomly, to get around WARN laws (google it) .
